Following a question from Dr Luke Evans, Member of Parliament for Bosworth, the Planning Minister, Lucy Frazer, confirms Government plans to scrap the onerous duty to cooperate which would see thousands of homes forced on Dr Luke's constituency as a result of Leicester City's failure to 'build up and out'.
