Having become the first MP to deliver a speech in the House of Commons authored by Artificial Intelligence (AI) in December 2022, Dr Luke Evans MP continues call for Governments around the world to work together on regulation.
Last year, after reading a speech written completely by Chat GPT – an AI programme readily available to the public – Dr Luke Evans, Member of Parliament for Bosworth, went on to call for “a regulator for algorithms and Artificial Intelligence, to run concurrently and in synergy with the technology we are developing.”
This month Prime Minister Rishi Sunak said he understood people were “worried about AI” which was why the Government has given £100 million for a taskforce of experts to deliver cutting edge research and ensure that “whenever and wherever AI is put to use in the UK, it is done so safely and responsibly”.
The Prime Minister went on to say he wants to make the UK “not just the intellectual home but the geographical home of global AI safety regulations,” following the announcement of a global summit on AI which will take place in the UK later this year.
Following sweeping advancements in the capabilities of AI, Dr Evans raised regulation with Foreign Office Minister Anne-Marie Trevelyan and asked what is being done to pull global Governments together to address paced technology advancements.
In a question in the House of Commons Dr Luke Evans, Member of Parliament for Bosworth, said “Since I delivered my speech written by AI in the House in December, we have moved on to the fourth iteration of Chat GPT, which wrote it.
“Advancements are happening at such pace that we need to build a regulatory framework to prevent a similar situation to the one that we find ourselves in with the internet: 20 years on, we are trying to police it.
“What is the Foreign Office doing to pull the world together around a globally agreed framework on AI?”
Foreign Office Minister, Anne-Marie Trevelyan, responded “On 7th June, the Prime Minister, who was in the USA with President Biden, announced plans for the UK to launch the first global AI safety summit, so that we can do exactly what the Member for Bosworth says: try to tackle the challenge of agreeing safety measures, in order to evaluate and monitor the most significant risks from AI.”
Speaking after his question Dr Evans said “Advancements are happening every day so it's vital we take this opportunity to work swiftly and shrewdly, putting in place safety limits while being mindful not to stifle innovation.
“Just take my line of work before entering Parliament… the opportunities are huge! Having spoken numerous times of the red-tape and bureaucracy within the NHS, with admin work taking up around 15% of my time as a GP, I’m hopeful our public services can utilise AI to save healthcare workers and teachers valuable time.
"However, this development isn't without risk, so an agile framework that grows with the capability of AI is imperative.
“I'm pleased to see the UK will be holding the first global summit on AI, to tackle this issue, later this year.”
